Lagos State Announces 90-Day Amnesty for Building Permit Regularization
The Lagos State Ministry of Physical Planning and Urban Development has launched a significant initiative aimed at encouraging property owners and developers to regularize their building permits. This move is part of the state's broader effort to promote a sustainable and orderly urban environment, ensuring all buildings meet safety and regulatory standards.
Overview of the Amnesty Program
Starting from May 2 and running through July 30, 2024, the Lagos State Government is offering a 90-day amnesty period during which property owners can obtain the necessary planning permits without incurring the usual statutory penal fees. This initiative is seen as a relief measure to help cushion the effects of the current economic challenges within the built environment.
Requirements for Regularization
Property owners and developers are required to submit a series of documents to the Lagos State Physical Planning Permit Authority (LASPPPA) through its district offices located across the 57 Local Government Areas and Local Council Development Areas of Lagos State, or via the Electronic Planning Permit (EPP) office in Ikeja. The necessary documents include:
1. Title Document/Proof of Ownership
2. Survey Plan
3. As-Built Architectural Drawings
4. Structural, Electrical, and Mechanical Drawings (where applicable)
5. Non-Destructive Integrity Test Report (where applicable)
6. Letter of Structural Stability and Indemnity (where applicable)
7. Land Use Planning Analysis Report
8. Tax Compliance Certificate
9. Other Supporting Documents where applicable
Only applications accompanied by all required documents will be considered under the amnesty program. Additionally, a 5% discount is available for payments completed within ten working days of the issuance of the bill
Enforcement and Compliance
The amnesty is part of a broader strategy by the Lagos State Government to ensure compliance with urban planning laws. After the 90-day period, the state will take stringent measures against non-compliant properties. Buildings that do not obtain the necessary permits will face potential demolition by the Lagos State Building Control Agency (LASBCA)
Dr. Olajide Babatunde, the Special Adviser to the Governor on e-GIS and Urban Development, emphasized the importance of obtaining a Certificate of Completion and Fitness for habitation, as well as appropriate insurance coverage. These measures are crucial for ensuring the safety and stability of buildings across the state
