Its a mock session
I feel the WORST for the guy who couldn't even speak cause he wore a t-shirt. Honestly i would have just told him or given him a warning and let him talk like come on. :(

SO their was most likely a dress code, but in genrel these people don't seem new to this process. I think the blame is on him
If the time is due, the speaker can finish his/ her last sentence.

My committee has about 30 delegates. What is the expected speaking time!

welll it depends

speaking time is 45 seconds to one minute, delegates can resume the debate by raising motion.
