No it's 9 sec. He starts to move at 0:07 and hits 100 at 0:16

@@Sam-wb1vn Not really, He starts moving on first glanse at around 6.5 and there is position of camera and needle to take into consideration. Needle would be at 100 at around 17 and bit over.

What year is that car
