Artist here! I'd go for a 140lb or less hot pressed watercolor paper. Cold pressed isn't as smooth! 140lb is a decently thick paper, but still thin enough. It can hold liquid pretty well, so makeup should be fine. 90lb might be better for printing purposes and because makeup isn't as thin as water.
