Here in Finland the ”target” that’s been observed and monitored doesn’t necessarily know about the CCTV. So how can one reach the right authority? The unlawful monitoring is of course a serious breach of privacy and can be used by the state to control the political dissidents. It would be grouse to go to shower knowing that unknown people are watching you naked. Not to mention about other intimate private-life activities. Everyone can think about themselves what these activities might be.

And one more point what comes to vulnerable people that are being monitored by local/governmental authorities in their homes: if people, whose rights have been violated, cannot even report the abuse or bring their cases to court, they are in the same position as stateless people without any rights or government who would protect them. This video, albeit about a marginalized group, shows how important rule of law is. If the system cannot protect its most vulnerable ones with their fundamental right (right to private life), the system will lose its own protection as well. And the protection should come from the government, not from private entities like security companies or private health care providers.
