Ursula is probably one of the best villains in Disney. She told Ariel EVERYTHING about the contract from the start. She didn't force Ariel to sign the contract; Ariel did that of her own free will. Ursula also doesn't collect unless they don't fulfill THEIR end of the bargain. She may be pure evil, but she is a woman of her word. I think that's what makes her one of the best villains. She's not only realistic in a sense, but she is also the kind of villain you love to hate. That is very hard to pull off.

Here’s a thought, just a thought, don’t get mad or whatever, but what if Ursula wasn’t evil till the end of the movie, she was helping those merfolk, but they didn’t/couldn’t repay, so she gave them the consequence.
