    so is there any formula to adjust the divisor? Or do you just tweak it until you get the right apportionment? Is there some kind of proof to make sure that the possible range for the modified divisor will not differ in results?

    It changes from 35 to 37 because that is the smallest whole number divisor that allocates 22 tutors instead of 23.

    Simply said, 37 is the smallest natural number (or whole number) divisor that gives us an allocation of 22 tutors. 380 divided by 36 is approximately 10.556, which is still greater than the geometric mean and rounded up to 11. This gives us the same allocation of 23 tutors, more than is possible. I would have liked to see it myself, but its omission saves time.
