Applying theory-based methods to assess transformational outcomes in capacity building & advocacy

The Evaluation Division at Global Affairs Canada (GAC) developed the localization analysis framework as an evaluation assessment tool to measure a program’s alignment with a locally led development approach and to identify key relevant barriers and enablers.
The framework has been piloted on three evaluations to date and remains an evergreen tool that is expected to evolve through further use and consultations.
This gLOCAL 2024 event provided an opportunity to share the localization analysis framework and discuss evaluators' experiences in applying it. It was also a platform for gathering feedback from webinar participants on the framework’s dimensions and rubric to further improve its overall relevance and utility.
