because it says "identify", there's no need to say more than just "the bank should lower the interest on reserves rate". If the question says to explain or something, then your answer is good! make sure not to say more than you have to.

That's correct. You can say either administered or just the ior. I recommend saying administered rates cause they're def using that a lot on the scoring guidelines from what I've seen

both. 1/MPS or 1/1-MPC. use this number as the multiplier. for example US spends 100m and the multiplier is 5 then 500m
