Loki probably has the edge up until high levels, but Oranos still has good chances if played well.

Undermine can only be cast if one of the following buildings is within its range: any tower, any wall, any fortress-type building, or a town center. Once cast, it will move toward whichever building of this type is closest to the lightning bolt indicator. If that building is a wall or tower, it will immediately be destroyed and the gp will continue traveling in whatever direction it moved in to get from the lightning bolt to the building, destroying other walls and towers along the way. If that building is a fortress or town center, it will deal about half of its total hitpoints in damage over the course of the gp. If the god power reaches a fortress or town center after being cast on walls or a tower, it will stop at the fortress or town center and damage it until the gp ends.
