I guess this boat just spawns there randomly during the mission and not in a normal gameplay.

Cool but, theres easier, faster way to do this. Get a big enough vehicle, get top of the vehicle and go over the fence where the ramp is on the other side. You can keep your guns and just snipe the target from a distance.

Alternatively you can use the Comet at the Club's entrance to bypass the metal detector
