No, it's not Randy Rampage. It is said that Alice in Hell was recorded with another vocalist first, Dennis Dubeau, but Jeff was unsatisfied with the results and decided to hire Randy Rampage to replace those vocals, but certain passages from some songs retain the vocal work of Dennis, like the "Sitting in the corner" part of Alison Hell.
