12 4 costs total. So 144 4 cost units in the pool and he had pulled out I believe somewhere around 30-40 of them. So 1 in 3 chance and just bad luck.

less than 3% chance to not hit. possibly luck, but it could also be a bug, especially since it's PBE. 120 4 cost units, over 50 are out of the pool, there are 2 that you need to hit, and he went through over 100 4 cost units (about 125 or so), so about (68/70)^125 = 2.7% chance to not see syndra or ornn after hitting lillia 3
