Last season, the police dude explained, that the doc and all for one had build multiple orphanages and retirement homes. So they basically either groomed vulnerable people , took their quirks or turned them into nomus. Dabi also not only left the orphanage he burned it down. That’s why the „Dabis dance“ sound track has screaming children in the background. They censored the scenes a bit though in the anime. There is a lot more coming though, because as you correctly noted there is still some info missing. If you want foreshadowing watch ep 1 season 1 again and pay attention to the doctor visit and also what the Doc said to Endevour why Dabi couldn’t be a hero, as well as the Dabi vs Geten fight. The writing is soooo good.
