There's a reason to this I can partially explain. I was a psychology major in college and as a free elective requirement I took an animal psychology course with an emphasis on a variety if bird species. Owls, among many other bird species, cannot move their eyes itself, hence the extreme head tilts to view things. This is not true of every bird species and I am by no means an expert, I only have 4 college credits in this field. But I notice just from my own raw observations up close to a wide variety of raptors and owls that the head moves very similarly to a human eye.
