Do it in stages.the tanks are the most expensive thing. And those can be added I stages

In the uk here they got drought too .Time comes they tell you things you cannot do. My husband built a tank under the house and we got those big black tank too. In the country area that is what they do. So your right they should start harvest them own.

Depending on their usage, if they store enough, they won't have an issue. For example my household uses 1500 gallons per month. So a system of 10 tanks can last for 5 months. By then, I get rains. So you have to factor your usage when designing the system

Good system idea, but the tanks for the higher house can put drain pipe to tanks of the house below to catch overfill, two tanks with their own water catch systems above any house can work with overfill drains.

I have been telling people in rural areas not to waste water when it rains. Make tanks and use the water for gardening and other usages. But most people can't afford to build a tank or to buy plastic drums so the govt can help them with drums

Ok the pipe to carry the water is 1.5 inches in diameter by 12 feet in length. According to the distance (estimate) it will require about 15 lengths. Plus fittings. Each pipe will cost about $2850. So it's about: $42,750.00 plus workmanship.
