@Golhai My guess is it depends on the reason they are in their situation. Do they have children have they been trying to earn a income, is anyone disturbing them daily or trying to take their things, you know their whole back story. Sometimes he may need to walk away from some situations because they could go all sideways so maybe could help with their situation, but he helps with what he can. He cannot long term support anyone I am sure. If you notice some people say others have helped too, but they are whining because not enough. He still helps them but usually food and such.
