Yep I heard about politicians in your country stealing money for infrastructure porjects, the result is people are left without clean water and electricity. And the scarcity of these ressources lead to some ethnic tension. It makes these videos about the Parliament a lot less funny.

Giving more context to the condom bit: well due to the HIV/AIDs pandemic the SA government had to introduce free condoms at state institutions like public clinics, public schools etc so that those who don't afford can still be protected there are other free interventions as well like the Prep drug if you feel you may have been exposed to HIV
