it happens when you go insane. I would also like to point out the observer is the black figure you see on rooftops from afar, and not the elongated murderous skinwalker. 3 creatures referenced ingame: observer, red smiley (as i call him), and the elongated thing (we'll call him fred). no clue where the observer came from, and i assume fred came from the supway bunker, but i also assume there is another creature because you can find a few instances of 3 clawed scratches on the walls in the supway, which correlates to none of the other monsters mentioned.

6:03 Previously, this door was closed (opened with the AD code), now it is open, if you enter the code now, there will be something with a ban on players

Yeah it was because the vault accidentally banned people, so they had to close it, now they permanently kept it open

The bloodtide observer reminds me of the old neighborhood war observer I got killed by it
