They all have there own qualities such as the stone army being almost indestructible and the ghosts possessing things but best would probably be as much as I hate to say it the crystal army. The vengestone blocks powers and the crystals both disable the vehicles and convert others to crystal zombies

My top 3 : 1: Oni ARMY 2. Crystalized Army 3. Vermillion Army

0. Skelleton army 1. 5 serpent tribes 2. stone samurai 3. nindroids 4. Chens army turning into anacondrai army 5. ghosts 6. airpirates 7. serpent samurai 8. garmadons motorcycle gang 9. dragon hunters 10. oni 11. fire serpents and ice samurai 12. red visors 13. skelletons of the skull wizard 14. keepers and merlopians 15. diamond warriors 16. claws of imperium 17. wolf mask warriors strongest armys of those in my opinion are the diamond warriors in third place, then the ghosts in second and the oni in first place. The weakest are obviously the students of sensei yang, the skelletons from the first movie and the air pirates.

Ok y’all highballing the Oni Army so much. To defeat them just get Wu to use Creation or combine the four elements to make creation. Or use the golden weapons or just perform the Tornado of Creation.

And to beat the crystal warriors just use dragon form. For sons of Garmadon just know how to fight. For the stone army just get the power from the light temple. We don't rate the army by the way we use to beat it but which is the strongest among them. Oni and dragons are the strongest race that ever existed so the oni army HAS to be the strongest.
