he isnt here for the same reason that phy angel frieza isnt here, its technically not a transformation but just an active skill that you can use turn 1 (that transforms you, obviously)

Bro decided to sneak ssj4 vegeta saying "sorry for the wait, kakarot." While playing omega's intro and thought we wouldn't notice💀
