Norway always do (in my mind). The US version especially is more about power, wailing etc. in Norway distinctiveness is more important. Power is only used to emphasize a song in certain parts.

In essence: The judges told her she’s amazing. The way she interpreted the song and how she conveyed it appeared sincere. They could tell she felt what she was singing. (I wish I could explain it better but my English is not good enough.)

She is from Nordfjordeid in Norway. She was adopted when she was 2 from Guatemala.

So, I assume that "toc" means " thank you"
