The most easy and cheap is a normal bow. But since you ask the best, for me i think warbow, since i love weapon with skill shots. And can kite too.

Practice with lower sets. I just started playing the game but thats one of the ways to get gear is to buy cheap practice a little and then go pvp. He made back what he spend on the gear in like 2 kills.
