It always shows option 0-1 /0-2 / 0-3 and does not allow to set Longitude and lattitude

Press "+" or "-" to select Canada then press "set" 4. Use "+" or "-" to choose NEW CITY then press "SET" 5.Adjust latitude ( 43°N ) , press "SET", adjust minutes (34' ), then press "SET" 6. Adjust longitude ( 79°W ) , press "SET", adjust minutes (37' ), then press "SET" three times
