Because they would have to prove they have financial conditions to support the kids and besides that, there are also psychological tests they do with foster parents. I have been reading that people didnt like the feedbacks of the two experts but now i do agree that their feedbacks on this case is not agreeable being an expert too i think their statements is no more of pyschos wanting to be right everytime a case is presented and they lack empathy especially with the victim and her relationship with the eldest daughter terming it abusive . Maybe as a friend she was a nice and caring person, but as a partner in a relationship she wasn’t. She was unreliable, she acted as a teenager, bed hopping and every time Ricardo put money or trust in her, she used it to stab him in the back. That said, he was foolish, thinking he could win her loyalty, she kept using him until he was so frustrated that he killed her. They were both very self centered.

IMO Victoria was not wrong for telling the truth. Sadly the person who is cheated upon, often is the last to know about the affair.
