...do you live in America by chance? Not making fun as I'm from America and this has become a part of our nearly daily life to the point we have shootings like this more and more often and it's a terrifying thought that one day you might be in this exact situation going between running and hiding trying to survive and get to safety

Probably either budget or a fear the knowledge PD have rifles in the cruiser will be "too scawy for Mr. and Mrs. Joe Public.." Personally, CPD could have RPGs and I'd be able to find you half a dozen Citizens willing to personally load the ammo and shout "FIRE IN THEIR A-HOLE!"
