Because the pitting was probably too deep. If you remove too much material, it would become thin, weak, and unusable.

@@pat30185I might have looked into making clear resin scales cause the pitting looked good

@@pat30185Full restoration would have involved metal filler to smooth the pitting, which would not have weakened the metal.
