probably definitely perhaps wrong theory: the king in the background is one of pepperman’s imitations/views of himself, and the eyes are his.

Maybe he made all of the secrets, locked them inside eye portals and spreaded these portals throughout the tower for everyone that seeks a challenge. And maybe he made the sound test for himself and for everyone who completes his challenges as a reward. We don't know anything about this guy so that's just my guess
