If you remember Shigaraki actually has some inhuman speed. He could easily get to Deku, Tsuyu and Mineta who were in the water in less than 2 or 3 seconds. It looked like he teleported honestly So maybe he won't get that much flying and jumping high but he'll sure as hell have some very good running speed.
