I went looking for it myself, and it's Fanime 2014!

So if Funimation does the dub for Unbreakable Machine Doll there is a villain that is an obvious parody of Sebastian, so I'm thinking he or Ian Sinclair should do the voice. If Sentai gets it maybe Andrew Love.
