The less flashy things you have the farther you’re going to get and people will not have much to criticize you for. For example in Ukraine where I’m from, most lower class citizens survive off of $250 per month, and when the protest began in 2014 and they stormed the presidents house they were so angry at how lavishly he was living that if they had the chance they would physically rip the president apart. At the end of the day with that money comes the power and freedom to do anything you want, pay off anybody you want or kill anybody you want

Yeah he doesn't brag his money a lot, like most of us would do, if we would win in a lottery or something. "The term Russian oligarch (see related term "New Russians") is used to describe wealthy businessmen of the former Soviet republics that rapidly accumulated their wealth during the era of Russian privatisiation in the aftermath of the dissolution of the Soviet Union in the 1990s." It's a different definition from our definition of oligarch which is one of the few holders of power in a (now) rare form of government.

The thing is, it's usually true. Most American billionaires donate vast amounts to charity if they don't have their own foundation. Bill Gates literally dropped off the number 1 spot because of how much he gave to his foundation, which is basically a huge charity. In Russia, that is not so, as billionaires generally keep their fortunes to themselves and don't spend it for philanthropic purposes. There are definitely exceptions on both sides, but in general, they follow those patterns.
