They said they wanted Sam to blend in but later they said they wanted her to stand out??? Also I wonder if the choice of blue for a lot of her clothes was related to the Disney Cinderella (whose dress is silver in the original film but blue in marketing)

At the beginning of the movie they wanted her to blend in the crowd yet stand out in the entirety of the scene for the viewers. As she grew more confident throughout the movie, then they wanted her to stand out. It's basically the character's transition from feeling/being invisible and being a pushover to feeling good about herself and finally understanding that she's beautiful and deserves to have a voice and stand up for herself.
