The fashion industry for years ignored black people and only recently (20 years or so) starting to have more black models and representation in magazines or clothing ads. That is the reason for emphasizing that these are outfits that black women would like (based on our skin shades, etc.) Yes, white women, but also hispanics/latinas, and asian women could also wear many of these outfits.
How about all women wearing, not interested

If you're not interested, then watch something else. You're upset that this is "for black women". What's wrong with that? The entire fashion industry ignored people of color (black, asian, hispanic, etc.) for years. How many black, asian, hispanic women used to be in magazines/clothing ads/clothing commercials versus now? Which women used to be the only ones in magazines, on runways, in clothing ads/commercials? Answer that.

This caption makes absolutely no sense and it in no way is made for black women in general but only a fraction which I find racist and I'll like to add that any race can wear any of these clothes if it makes them feel comfortable and it wouldn't have hurt to include all women in the caption.
