Is it right to think about this process as an iterative one, where you can work through the steps many times to achieve a more complete understanding, or should someone focus entirely on one step before attending to the next?

Possibly both, it depends on the step itself. The earlier steps have more definitive answers, eg. finding the bass notes or learning the melody, there is less room for flexibility here in most cases. However, when going through the harmony step, there can be many more possibilities here depending on your style, using techniques like passing chords, substitutions, reharmonization etc. You can see these 8 steps as a framework to build off and find what works best for you. For example, you could go through all the steps once, get familiar with the track, and then do them again to try out different ideas, or develop your existing ones. You might experiment with walking bass, different harmony, or embellishing the melody line.

I don't know if Im looking way too much into it but I can translate it as: first pattern: I second: VI third : V each pattern has a II-V-I-IV measurement that repeats in each one. There is the exact same distance between II-V-I-IV and VI-II-V-I , although I still dont understand why VII-III7-VI-VI7 finishes in VI7 instead of II.
