Supposed to be God save the Queen.
This was when I guess LWT were using the Phillips PM5544 or Test Card G pattern after Closedown. I don't think any other ITV company did, not even Thames, other than Channel. It was sometimes seen then on BBC1 or BBC2, instead of Test Card F at times. Although by then they were mostly showing Pages from Ceefax in downtime. Channel 4 and S4C did not show this one either, as they mostly showed the ETP1 test card; and some of the other ITV companies did show that too as the IBA one of course so too. Thank you!

This is a 5644 testcard. They did also use the 5544 testcard.

you don't get gothic John Williams often ("Dracula").
Did they fade into the national anthem or cut into the anthem?

It's an optical slide, so there would've been a brief fade. Note the 1.5 seconds of black - that's the controller / continuity announcer fading out of the logo ident.
