these companies that send out statements with attached remittances are sending the "payment " already...they just need us to approve it /endorse it etc and send it back maxim of law "he who brings the controversy must bring the remedy" the problem with all this is that these companies seem to want to fight you tooth and nail to get fiat currency out of you instead

World Bank has published a LOT of information on it. I suggest you go there and read their reports.

Could a PI send a leg of a payment journey to someone WITHOUT it being considered a "remittance" transfer, Faisal? I'm conscious that nowadays, there's such a fine line between what's considered remittance and what's not. What, for example, is a credit transfer?

The word remittance here is essential. Every transfer could be considered a remittance, but generically, a remittance transfer implies person to person. A credit transfer is a whole different transfer. A PI can certainly send a transfer; it would either be considered a P2P transfer or a B2B or even P2B/B2C. It depends on what the PI is structured for and how they are sending transactions across. But yes, a PI can send across a transaction that would not be considered a remittance transfer.
