It comes from the bleeding egde skill from boomers first skill tree. At 30x combo, counter shots make the enemies bleed for 150% of the weapons maximum crit damage. I’m pretty sure it’s not working as intended, but for now it does insane damage!

Like someone else mentioned, it is Boomer's "Bleeding Edge" talent, which does Bleed damage whenever you counter an enemy at 30x+ combo. It's most likely bugged right now and dealing way too much damage, like a lot of things in the game.
