didn't ews make a big song and dance about the class 66 would bring an end to the need of banking on such routes as the lickey incline etc

Another EWS hater, the 66 is a a good Locomotive, however, it is not good enough for it to not need banking. A class 60 or even 70 would struggle to pull this alone.
