Could Sonduck Film do a tutorial on how to put a face tattoo ~ something like clown makeup, on someone so that it looks real and tracks with their movements without having to spend a ton of money on Mocha Pro or any other plugin? Or is that possible?

That's interesting. Did you install the plugin file in the correct location? Windows: C:\Program Files\Adobe\Adobe After Effects 2023\Support Files\Plug-ins Mac: Applications/Adobe After Effects 2023/Plug-ins/

Some plugins on this list allow you to set your own price. So you can get Rift for $0 or if you wanna set it to $5, you can.
