There's an app called velocity, it's just so amazing and clips doesn't loose quality and it has fps upto 90. But the only problem is it takes a lot of time to export even for a small clips, so if you have patience you can try it

You can use the app smooth action slowmo it's really good(it's only available for Android ig)! It doesn't loose quality, but its problem is it takes too long to save your video even if it's a short one

you have to add effect on the rectangle not on the clip.. you must have choose the clip and trying the filters.. hope it helps!!
