Can you do it with blank bullets and take the powder out to make the key chains, because in the UK the blank ones are legal and the other ones are not, could you let me know how to do it safely, thanks.

No, this is not a good idea. You still have an active primer and it is possible that if you modify the blank in any way, the legal status of the item changes. For example, acquisition of primers is regulated by the VCR Act, and this would include primed cases (except shotgun hulls).
