It's safe as long as they're nontoxic. It was a huge trend back in like 2016 or whatever year it was that it blew up. It works too

You'd be surprised how much lipstick is left within the tube after it is 'empty,' I was! I scraped out 7 tubes of lipstick with a wooden pick, melted it in a mini crockpot and poured it into a container. It made an interesting color, which can be applied with a lipstick brush.
