Char and his Sazabi fulfill all of those requirements... Except for having an awesome theme song that overrides all others. Thus Elzam > Char

Probably because the three games they have brought to the US (OG1, OG2, and OG Saga) didn't sell too well. And this game would potentially require them to hire English voice actors... or just get some translators working on it. And basically an American publisher would need to be willing to pick it up and do that stuff probably.

Personally, the attacks of the OGS version were better (with the exception of the Tatsumaki Zankanto) than the silly acrobatics of the 2nd OG/Moon Dwellers.
