Yes, in Islam, a child is born without any sin, regardless of who the parents are. The child has the potential to become a Muslim one day, which is why Shaitan declares enmity towards them regardless of the parents' beliefs. There are many Muslim reverts whose parents worshipped idols or committed worse acts. This demonstrates that having parents who disobey Allah does not prevent Shaitan from attacking their children.
