Yeah pretty much. It also takes from various other styles like jazz, westcoast swing, etc.

Poor dancers! The music was horrible! The Viennese wasn't even in 3! it was 4/4 . Music person was trying to count the triplets. And Lady Gaga for a tango?

The Viennese is actually 6/8 timing, which is better for styles like smooth as it allows contrast and more expression between the first half and second half of the measure of music.
