When you're working under 5 psi and you don't have to worry about closing the flapper valve. Kinda like cheating. Unless your systemwide pressure is like an old timer trying to pee. I worked for the Mt Vernon, NY water supply. I did this in a one man competition at over 100 psi. Came in a winner at somewhere under 2 1/2 minutes using a Mueller 100 back in the 80's.
