The IAC control valve is a sensor that reads the temperature of your antifreeze. It does help control your idle but only at a cold start. Once your coolant reaches around 172° your idle should return to normal.

It's an actuator, not a sensor.

Use a little carb cleaner brush clean that precision electro-mechanical device, but do not SOAK the part in carb cleaner. Doing so can ruin the IACV and necessitate replacement.

Those are coolant lines not vacuum lines, they should be full of coolant when you take them off, It's the coolant that makes the valve work you might want to burp your cooling system.

Could be the sensor. More than likely is the sensor if you have replaced both parts

But in all honesty its the gaakets that go bad which cause the surge (if there's no check engine light ) if there is a check engine light then its related to a sensor. other than that it will be a vacuum leak .

My 90 Accord has the surging problem but only from a cold start and only lasts 2 mins then back to approx 700-800 RPM, is this like your problem or was it always surging regardless of engine temp (meaning would happen not just at cold start)?

I have a 1992 Honda Accord EX Coupe with the same issue, for me it depends on the temperature outside, it lasts longer sometimes, but yes, the Idle on mine will fluctuate from 800-1,200 RPM, It lasts a few mins but goes away after the car is warmed up. In the end I'd make sure to read the codes, by jumping the blue connector located on the right of the passenger footwell.
