you need to replace and adjust you felt guides inside the door look up Dixie Restoration Depot KZread channel they have a great video on adjusting your guides G-Body Glass Adjustment is the name of it

I think it could be the bolts that hold the glass to the track in door. You need to take panels off to install the sweeps. It's not fun doing the outer with the glass in the car. When doing the outer you need the glass to move like that to get at the screws holding sweep on
