A drug addict. The woman shown at 8:47 is actually probably not on crack, but high on methamphetamine. This is unfortunately the modern-day equivalent of crack cocaine in the United States. Back in the 1980s and somewhat the 1990s, crack cocaine was very common in the US, so people who were addicted to crack became known as "crack heads". This is derivation of the term "coke heads" for cocaine addicts - and also an accurate slang term, since their heads are kind of "cracked".
