Joy's blue hair was to differentiate her from Tinker Bell. Joy's eyes might be because of Riley's eyes, as she was the first one to be created in ger mind. As with Anxiety, her eyes may show how crazy the emotion can get.

Or it might be due to yellow being too bright and difficult to produce without having a wishy-washy effect. Then they chose blue for the reason you mentioned or the link to Sadness.

Joy has blue eyes and blue 🔵hair because the emotion "joy'' has a little bit of sadness which was shown at the ending of the movie.
